Desired Candidate Profile
The successful candidate will have experience in integrated talent management for a complex global protection workforce and expertise in developing and managing learning and content-sharing systems, aiming to equip employees with the necessary functional knowledge, skills, mindset, and application. They should have a strong analytical mindset and extensive technical expertise to collect, analyze, process, and visualise data using modern business intelligence tools. They are expected to take the lead on outreach processes developing easy-to-use portals, and learning resource-sharing systems and communication campaigns in coordination with the GLDC communications team. The incumbent should independently develop state-of-the-art learning resources using content authoring software, screen recording, designer, and animation tools, so the related experience is necessary. Learning event organization (either virtual or occasionally face-to-face), from programme launch to stakeholder management to programme administration, will also require a related background. They should have extensive experience with learning management system administration to be able to play a leading role in the digital as well as in the inter-system transformation. Last, the successful candidate needs to be knowledgeable in UNHCR’s procurement processes and budget planning, expense tracking, and reporting using advanced spreadsheet manipulation techniques.
Duties & Responsibilities
• Collect, analyze, process and visualize data for planning and reporting using Microsoft Power BI or similar tools.
• Develop and run user-friendly portals to enable peer-to-peer learning, interactions, and learning resource sharing through dedicated SharePoint sites.
• Design, develop, and update digital in-the-flow-of-work learning resources in Articulate RISE, Camtasia, Vyond, Adobe Illustrator, etc.
• Provide full-scale administrative and logistical support to learning events (e.g., virtual or occasionally face-to-face workshops) through drafting communications, coordinating stakeholders, managing venues, and setting up and hosting virtual sessions. This applies at times to GLDC events like the [email protected] series and may include occasional facilitation as well. • Play a leading role in the migration of protection learning resources from Learn & Connect to Workday Learning as well as in new learning resource hosting in Workday, with particular attention to the technological aspects.
• Coordinate continuously with UNHCR stakeholders from Regional Bureaus, Field Operations, and HQ Divisions on learning resource development and delivery-related matters, including audience analysis, appropriate learning modalities, and delivery methods.
• Support the development, tailoring, and maintenance of an MSRP Finance / Workday-based planning and budget expense tracking system in Excel, using formulas, conditional formatting, and cross-referencing functions.
• Advise on, initiate, and follow through procurement and contractor-related administrative processes with GLDC Resource Management Unit, other UNHCR, and external entities as applicable, such as hiring, onboarding, briefing external parties, initiating their payments, close collaboration, and ensuring appropriate documentation.
• May supervise general service category staff and/or interns.
• Perform other related duties as required.

Benefits: Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

As per its Strategic Intent, the Global Learning and Development Centre within the Division of Human Resources (GLDC/DHR) defined its focus areas, two of which are as follows:
- to prepare and continually develop UNHCR’s workforce by providing learning ecosystems to achieve the highest possible performance, and
- to design processes, systems, and tools to create a culture of continuous learning, career growth, engagement, training performance development knowledge sharing and innovation.
Within the GLDC/DHR this G7 Senior Learning Development Associate, as a member of the Protection Learning & Development Unit is expected to contribute to the above focus areas. The role on one hand is to assist in the development of a consistent approach to the design and delivery of its learning and development programmes. On the other, to contribute to a strategic approach to learning and development which centers around building individual, team and organizational knowledge, skills and behaviors to meet current and future strategic priorities.
Supporting this vision, the incumbent is to work on adopting new and expanded learning architectures, to enable employees to access content from a wide range of internal and external sources. In particular, through building internal knowledge-sharing programmes, developing easy-to-use portals and content sharing systems, and promoting collaborative experiences that help colleagues constantly learn and share knowledge.

Senior Learning Development Associate
Organizational Setting and Work Relationships
This job contributes to talent development approaches and activities The role contributes to and provides administrative support to any relevant corporate learning and development strategies and designing and delivering customized solutions for colleagues in functional areas, managers and leaders in order to improve performance and contribute to career pathways. In doing so this will contribute towards building a positive UNHCR learning culture. In addition, the incumbent might support the design and deliver of learning and development activities related to Bureaux and operational priorities. The incumbent also may supervise staff and supports the submission for the budget and activities under her/his responsibility. The job requires the incumbent to work both internally with the Divisions and Bureaux and in coordination with regional and field offices and external partners concerning capacity building and awareness raising activities to ensure appropriate cross-linkages of all UNHCR learning and development programmes with functional and management/leadership component. The incumbent may interact with external service providers ¿ consultants, printing and e-learning development companies, and other training providers and subject matter experts, in support of the unit¿s activities. Additionally, the incumbent will contribute to the maintenance of learning materials and records, by supporting the work of other staff and consultants in order to maintain the quality and relevance of materials. S/he will be responsible for supporting the preparation of consultancy documents, internship contracts, and requests for acquiring goods and services in relation to delivering learning activities and programmes.

Duties
- Support the training needs analysis, design and delivery, and evaluation of the Unit¿s learning programmes and events, including distance learning, e-learning, face-to-face workshop, Webinar sessions and other approaches. This includes administrative support in the selection of participants, managing the recording system for feedback on the work submitted, gathering permission for use of articles or book excerpts in learning materials, workshop logistics, etc.
- Support the effective coordination of training activities, jointly with key stakeholders.
- Contribute to the development of written materials, guides, job aides, manuals, and on-line courses to be used for training/learning/staff development purposes. This can range from drafting and reviewing content for specific learning areas to quality review of the e-course developed by external vendors to liaising with the business counterparts to obtain the input or the approval for the new learning materials.
- Advise the Unit on technological aspects of learning initiatives using the available IT infrastructure.
- Contribute input on systems and procedure development.
- Co-facilitate/Manage workshops and webinars implemented by the Unit.
- Assist in the preparation of the unit¿s budget, monitoring of expenditure and processes the day-to-day transactions under the approved budget.
- Prepare consultancy contracts and/or internship documents, reports as required.
- Enter data into ERP, liaise with UNHCR sections to facilitate payments and prepare periodic unit expenditure reports and any other ad-hoc reports, as needed; compile statistics on the training activities, when required. - Oversee and support the interactions of the Unit with external service providers and consultants, printing and production companies. (Offers, Request for Proposals/Quotes, Requisitions, Purchase Orders, Receipts, Reporting).
- Support travel and hotel reservations, travel authorization forms and assemble and dispatch information and training material required for the purpose of workshops and other learning activities.
- Ensure learning materials and programme information¿s are uploaded into the Learning Management System and communication tools including UNHCR¿s Intranet. - May supervise general service category staff and/or interns.

Relevant Job Experience
Essential
Minimum 4 years of relevant professional experience in progressively responsible administrative functions, preferably related to administration, pedagogical activities and/or provision of training. Experience with an Enterprise Resource Management system.
Desirable
Prior exposure to functions related to office administration. Experience with distance learning and learning management software. Exposure to UNHCR specific learning/training activities.
Familiarity with humanitarian operations, procedures and refugee issues.
