Recruitment Associate

Organizational Setting and Work Relationships

Affiliate Partnerships and Recruitment Section (APRS) takes the lead in recruitment. The Recruitment Associate is part of the Recruitment Unit of APRS and performs under direct supervision of the Associate Recruitment Officer who defines general work objectives and provides necessary advice and guidance. The incumbent keeps frequent contacts with job candidates and hiring managers to exchange information and provide advice.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

  • Provide first line support to job applicants, candidates, and hiring managers.
  • Provide appropriate information regarding job application, hiring process, training material, policy and/or procedures.
  • Understand functionality of job application process and online job application system and provide assistance to applicants.
  • Utilize resume database for tracking candidates. Assist in contacting potential applicants using multiple communication tools, including social media and maintain the contact with the candidates
  • Manage candidates' pipeline, pre-screen/screen applicants, conduct suitability/grading and enrol/organize testing. Maintain processing dispositions updated in MSRP and/or in spreadsheets.
  • Liaise with outreach team to provide inputs to adjust the in-outreach based on the needs and the trend.
  • Provide inputs to the screening company.
  • Communicates with managers and recruiters regarding candidate flow.
  • Assist with any step of the recruitment process, liaising with PAPS and/or Assignment Section, ensure that on boarding requirements are met.
  • Assist in the submission of third-party labour resource requests.
  • Assist in obtaining required reference checks.
  • Coordinate and participate in job fair events by registering, preparing recruitment materials, ordering supplies and maintaining database.
  • Assist with projects, programs, and tasks that require data gathering, reviews data, and presents findings,
  • Maintain highest level of confidentiality regarding matters of posting, short listing and selection processes.
  • Release screened-in candidates for the review by the managers.
  • Validate list of screened-in candidates provided by the screening company.
  • Represent UNHCR in recruitment activities.
  • Perform other related duties as required.

Minimum Qualifications

Years of Experience / Degree Level For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher. NOTE: A completed and relevant minimum first level university degree (equivalent to BA or higher) shall count in full (100%) towards the required years of work experience. Priority will be given to eligible applicants meeting the full requirements. Salary range: NET 508,652 HUF- NET 596,302 HUF

Essential
Good knowledge of recruitment best practices and tools to hire the best talents. Experience in using social media platforms for recruitment, including recruitment branding.
Desirable
Good knowledge of UN Administration and procedures/processes, and exposure to provision of support services in an international organization. Knowledge of UN and UNHCR¿s HR policies. Proficient in online search methodologies.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year). Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF). Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

Operational Context

Under the guidance and supervision of the Senior Recruitment Associate, the incumbent works independently on regular assignments focusing on risk and oversight in reference verification processes. He/she is focusing on administering the reference verification process for recruitments and rehires in the international professional category incl. performing full lifecycle of academic background checks, employment record verifications and qualitative reference checks, in accordance with the organizational policies, SOP-s and guidelines. The incumbent analyses data in the ERP system, enters and updates data to the relevant HR modules of software (MSRP and Inspira); and performs analysis of record verification results. He/she keeps track of the daily updates of verifications, prepares inputs to reports if/when required. The incumbent keeps frequent contacts with candidates/staff members; APRS section, other UNHCR units; local HR counterparts and external stakeholders such as academic institutions. He/she will be also in regular contact with the focal points for record verification outside of UNHCR: OneHR. The incumbent may perform other risk and oversight-related tasks such as grading or other clearances, along with processing offer letters to the international professional category. Experience in Human Resources and experience with ERP systems and other cloud-based HCM tool are desirable.
